Anhui’s Innovative Development Index hits new high in Q1

East China’s Anhui province maintained strong momentum in scientific and technological innovation and development during the first quarter of 2022, the Bureau of Statistics of Anhui said.

The province’s Innovative Development Index stood at 125.0 in the Jan-Mar period, 4.9 percentage points higher than the same period a year ago and the highest since 2018, statistics from the bureau showed.

In breakdown, the Innovation Environment Index hit 111.4, down 12.8 percentage points year-on-year; the Index of Investment in Innovation rose 8.3 percentage points to 130.8; the Innovation Output Index increased 19.4 percentage points to 133.0.

Although it dropped 12.8 percentage points year-on-year in the first quarter, the Innovation Environment Index was 3.5 percentage points higher than the two-year average between 2020 and 2021, and all indicators of the environment for innovation kept upward, the bureau said.

Research and development (R&D) staff in local enterprises continued to expand, with a 12.8 percentage points year-on-year increase in the index of proportion of R&D workers in staff.

78,000 persons worked in R&D departments of 96 state-level corporate technology centers in the province in the first quarter this year, up 6.1 percent year-on-year. The R&D staff made up 19.8 percent of the total, 0.8 percentage points higher than the same period a year earlier.

Anhui’s fiscal expenditure on science and technology grew in the Jan-Mar period. The index of proportion of that in total fiscal expenditure reached 182.4, up 65.1 percentage points year-on-year and the highest since 2018.

The fiscal expenditure on science and technology skyrocketed 104.3 percent to 14.55 billion yuan ($2.17 billion) between January and March. The figure accounted for 6.5 percent of the province’s total fiscal expenditure during the period, an increase of 2.9 percentage points.

In addition, enterprises increased investment in R&D. The index of proportion of R&D spending in main business revenue rose 25.6 percentage points year-on-year to 123.6.

96 national corporate technology centers injected a total of 6.96 billion yuan in R&D, up 12.9 percent. That made up 2.57 percent of their main business revenue, 0.47 percentage points higher than the first quarter of 2021.

Meanwhile, the province made remarkable progress in the commercialization of scientific and research findings. The index of contract transaction in technology market per 10,000 R&D employees grew 74.5 percentage points year-on-year to 195.3.

The province’s technological contracts were worth more than 20.40 billion yuan in the first quarter this year, up 107.2 percent year-on-year. The turnover of technological contracts per 10,000 R&D persons soared 95.3 percent to 733 million yuan.

Sales of new products grew fast in the first quarter. The index of proportion of new product sales in the main business revenue hit 129.1, representing an increase of 28.8 percentage points.

96 key enterprises in the province posted a year-on-year rise of 12.4 percent in sales of new products to reach 92.21 billion yuan, which accounted for 33.8 percent of major business revenue, up 3.8 percentage points.

High-tech exports also increased during the Jan-Mar period, with the index of proportion of high-tech exports in total exports up 5.3 percentage points to 109.2.

The province’s exports rose 23.6 percent to 102.61 billion yuan. High-tech exports reached 32.89 billion yuan, up 33.3 percent. High-tech exports made up 32.1 percent of the total exports, up 2.4 percentage points.
