The third conference of the Foreign
Affairs Commission of the CPC Anhui Provincial Committee was opened in
Hefei on the morning of April 26. The meeting was on implementing Xi
Jinping Thought on Diplomacy, studying relevant documents of the Office
of the Foreign Affairs Leading Group of the CPC Central Committee and
the spirit of the National Conference of Directors General of Local
Foreign Affairs Offices 2019, summarizing the work done last year,
deliberating and approving some proposals, and arranging deployments for
this year. Li
Jinbin, secretary of the CPC Anhui Provincial Committee and chairman of
the Foreign Affairs Commission of the CPC Anhui Provincial Committee,
presided over the meeting and delivered a speech. Li Guoying, governor
of Anhui, Xin Changxing, deputy secretary of the CPC Anhui Provincial
Committee (both are vice chairmen of the commission), and some
provincial leaders Tao Minglun, Yu Aihua, and Zhou Xi’an attended the
conference. In
his speech, Li Jinbin noted that in the past year, all Party
committees, governments and foreign affairs departments at all level in
Anhui implemented consciously the decisions and arrangements made by the
CPC Central Committee with Comrade Xi Jinping at its core and acted
sincerely on the requirements of carrying out the tasks relating to
foreign affairs in the new era. “The
province deepened reforms on the administration and service system and
mechanism relating to foreign affairs with a high political awareness,
provided high-quality service for the national overall diplomatic work,
and promoted Anhui's opening-up and cooperation with foreign countries
to a high level,”the Party chief said. It
is learned that after the novel coronavirus outbreak, Anhui integrated
both foreign affairs work and epidemic prevention and control into its
overall deployment against the disease and did a lot in guarding against
imported cases, epidemic-related investigation, comforting people,
publicity, work guidance, and international cooperation. The province
has actively made contributions to the coordinated promotion of epidemic
prevention and control, as well as to the economic and social
development of the province. Li
Jinbin instructed that this year, Anhui must closely follow the
guidance of Xi Jinping Thought on Socialism with Chinese Characteristics
for a New Era and Xi Jinping Thought on Diplomacy in doing work
relating to foreign affairs in the entire province and fully put into
practice the foreign policy of the CPC Central Committee and its guiding
principles on the work relating to foreign affairs. He
demanded that the foreign affairs departments in Anhui keep firmly in
mind the consciousness of the need to maintain political integrity,
think in big-picture terms, follow the leadership core, and keep in
alignment, consolidate confidence in the path, theory, system, and
culture of socialism with Chinese characteristics, resolutely uphold
General Secretary Xi Jinping’s core position on the Party Central
Committee and in the Party as a whole, and resolutely uphold the Party
Central Committee’s authority and its centralized and unified
leadership. The
Party secretary emphasized the centralized and unified leadership of
the Party over the work relating to foreign affairs and well
preparedness both in ideology and work to cope with changes in the
external environment for a long time. He
asked for an improved work promotion mechanism that better meets the
requirements of regular epidemic prevention and control. He also asked
for better service for maintaining stability in six key areas with
respect to employment, finance, foreign trade, foreign investment,
domestic investment and expectation, so as to ensure sound performance
in six key areas with respect to the employment of residents, the basic
livelihood of the people, the support for market entities, the security
of food and energy, the stability of the supply chain and industrial
chain and the operation at grassroots level. According
to the instructions of the Party secretary, Anhui foreign affairs
departments will keep in mind both the domestic and international
situations, coordinate for both development and security, get involved
deeper in the B&R construction, and move faster for the creation of a
new high ground for inland opening up. “We
should make all efforts to minimize the impact of the disease on
opening up and cooperation with the outside world, and pragmatically and
efficiently build a beautiful and modernized Anhui featuring
innovative, coordinated, green, open and shared development,” Li asked. Li
Jinbin also demanded that the focus on guarding against imported cases
be maintained, efforts in the work of epidemic prevention and control
relating to foreign affairs consolidated, the closed-loop management and
control mechanism covering from the port of entry, the passage of
return, and home gate improved. Li
pledged that Anhui will, within its ability, arrange donations to and
carry out technical exchanges with foreign countries, and make more
contributions to the international cooperation on the COVID-19
prevention. According to the conference, Anhui foreign affairs departments will: Intensify
efforts to better serve the economic and social development while
maintaining stability in six key areas and ensuring sound performance in
six key areas, and provide targeted foreign affairs service focusing on
the concerns and needs of foreign-funded enterprises, going-global
enterprises and high-tech enterprises in Anhui, with the priority to
stabling foreign trade and foreign investment and to facilitating
enterprises to protect markets, market shares, and orders. Strictly
follow and serve the national overall diplomacy, make plans and
arrangements for participating in major diplomatic events in China and
major national development projects, fully implement the holistic
national security strategy, and promote the utilization of the
advantageous resources relating to Anhui local foreign affairs at
national diplomatic events. Further
implement the “bring-in and go-global” strategy in a meticulous manner,
particularly for key enterprises, key industrial parks, key projects
and key platforms, facilitate in-depth cooperation between Anhui and the
countries and regions along the Belt and Road, closely follow and make
use of the opportunities for the integrated development of the Yangtze
River Delta, enhance the image of Anhui platforms, make more
international friends and better introduce Anhui to the outside world. Raise
the awareness of the centralized and unified leadership of the Party
over foreign affairs and uphold the leadership of the CPC Central
Committee with Comrade Xi Jinping at its core over the China's
diplomacy, and specifically, clarify the duties and responsibilities to
each department and even each individual official, improve the system
and make the team stronger, so as to better play the role of a “solid
guarantee” in doing the upcoming work for a new chapter of Anhui's
foreign affairs.
