As a strategic comprehensive platform for reform and opening-up, Anhui Pilot Free Trade Zone has been dedicated to implementing a greater scope, broader fields, and deeper levels of opening-up, taking institutional openness as its guide. Since the beginning of this year, a number of major projects have been implemented in its three regional areas, including the Xinqiao Intelligent Electric Vehicle Industrial Park Base project in Hefei, the Taqiao Multimodal Transport Base project in Wuhu, and the Solar Cell project in Bengbu. Key enterprises such as Xinyi Photovoltaic Glass, NIO Inc., and Kuwa Technology have increased their capital and expanded their shares. The "Investment Promotion & Talent Introduction" policy has achieved remarkable results. In the Hefei area, efforts have been made to attract talents. Through the enhancement of the "One Network Service" for international talents, measures such as establishing a green channel for the professional title evaluation of overseas high-end talents and talents in short supply have been taken. As of April this year, a total of 127 high-level talents have been introduced. In the field of new energy vehicles(NEVs) and intelligent connected vehicles(ICVs), the Hefei area has expanded the testing and demonstration operation scenarios for ICVs. It has conducted the public road test for the first unmanned delivery vehicle in the province produced by White Rhino Auto, and is home to Volkswagen's Digital Sales Service Headquarters project. In the biopharmaceutical industry, the Hefei area has actively applied for the establishment of flexible service stations for pharmaceuticals and medical devices, providing comprehensive services such as registration, licensing, and filing for pharma companies. The construction of key projects such as the Zhifei Longcom Biopharmaceutical Industrial Park and the Anke Biotechnology Production Base are being accelerated. In the first quarter, the Wuhu area signed contracts for 39 projects with investments exceeding 100 million yuan, with agreed investment amounts reaching 16.3 billion yuan. Major projects such as the Taqiao Multimodal Transport Base, the supporting facilities for LONGi Photovoltaic Components, the Dexin Technology New Energy Vehicle Lightweighting project, and the Banglian Multimodal Transport Logistics and Warehousing project have been successfully implemented. Projects such as the Haichuang Lithium Iron Phosphate Cathode Material project, the Dowstone Technology Ternary Precursor project, and the Shanghai Highly New Energy Vehicle Air Conditioning Compressor project are being steadily promoted. Taking advantage of the comprehensive bonded zone, the area has intensified efforts to attract investment in bonded processing and new forms of bonded businesses. In the first quarter, 26 key investment projects were successfully connected, and 8 projects were implemented. Recently, the first phase of the world-class Silicon-based Manufacturing Center, the New Display Industrial Park, located in the Bengbu area, is about to complete. The development of key industries such as silicon-based materials, bio-based materials, and new energy will be emphasized. The Bengbu area is focusing on extending the industrial chain, strengthening the weak links, and striving to build a world-class Silicon-based and Bio-based Manufacturing Center, as well as a leading area for scientific and technological innovation and open development in northern Anhui. Several key projects are being steadily promoted. From January to April this year, the Anhui Pilot Free Trade Zone attracted actual foreign investment of 217 million US dollars, a year-on-year increase of 426.2%, accounting for 30.5% of the total investment in the province. Among them, actual foreign investment in high-tech industries reached 114 million US dollars, a year-on-year increase of 236.4%.
