Recently, the market regulatory departments of Anhui, Shanghai, Jiangsu, and Zhejiang jointly launched the 2025 cross-regional mutual inspection for post-license supervision of industrial product production license holders in the Yangtze River Delta region. The inspection, which began in June, will continue until the end of October. It aims to standardize the production practices of licensed enterprises through cross-regional regulatory collaboration, further advancing the integrated development of product quality and safety supervision in the Yangtze River Delta.  

The mutual inspection will focus on verifying whether licensed enterprises continue to meet production license requirements, including their production qualifications, basic production conditions, license labeling, sampling inspections of certified products, raw material procurement and acceptance, factory inspections, product packaging, and the fulfillment of product quality responsibilities. The inspection adopts a "paired mutual inspection" mechanism, where market regulatory departments from two provinces (or municipalities) form inspection teams comprising administrative staff and technical experts. These teams conduct on-site inspections of licensed enterprises in their paired regions. The process follows unified operational guidelines, and the results will be recorded in the enterprises' quality archives, serving as a key reference for subsequent supervision. Additionally, the market regulatory authorities of the three provinces and one municipality will jointly develop the "Yangtze River Delta Regional Industrial Product Production License Post-Issuance Supervision Inspection Work Guidelines" for key licensed products. This document will refine on-site inspection points and operational procedures, providing clear guidance for grassroots regulators conducting inspections of licensed enterprises and enhancing the efficiency of regional product quality supervision.

It is reported that this year's cross-regional mutual inspection marks the fourth consecutive year of such efforts by the three provinces and one municipality. Over the past three years, a total of 148 licensed industrial product manufacturers in the region have undergone mutual inspections, forming replicable regional quality governance experience.
