Recently, the Ministry of Housing and Urban-Rural Development issued a list of replicable practices for implementing urban renewal actions (third batch). This summary highlights experiences from various regions in establishing urban renewal organizational mechanisms, improving urban renewal laws and standards, enhancing urban renewal promotion mechanisms, optimizing policies for revitalizing existing resources, building diverse investment and financing mechanisms for urban renewal, and exploring multi-stakeholder participation mechanisms. Two measures from Anhui province have been included.

Establishing Urban Renewal Organizational Mechanisms

Anhui province has strengthened performance assessments and financial incentives for urban renewal, incorporating the progress of urban renewal into the provincial government's target management and performance evaluations of municipal governments. Assessment criteria include the establishment of urban renewal systems and mechanisms, plan formulation, project construction, and experience promotion.

Exploring Multi-Stakeholder Participation Mechanisms

Anhui province guides market-oriented operations of business entities, exploring integrated operations by state-owned enterprises in Hefei to promote the renovation of old industrial sites. We encourage state-owned enterprises to revitalize these sites through market-driven methods. Efforts are being made to eliminate bottlenecks in construction approvals for the renovation of old factories, forming paths for mixed functions and integrated business models.

The province is focusing on innovative implementation pathways, optimizing planning and control requirements, improving project processes, broadening financing channels, and enhancing promotion mechanisms. More policy measures have been proposed to accelerate support for urban renewal. The goal is to provide residents with aesthetically pleasing, ecologically sound, high-quality living spaces that ensure safety, promoting the development of resilient, smart cities unique to Anhui.
