Anhui Enterprises' Footprints in Central Asia

On May 19, 2023, Chinese President Xi Jinping presided over the first China-Central Asia Summit in Xi’an, Shannxi Province. Xi delivered a keynote speech entitled “Featuring Mutual Assistance, Common Development, Universal Security, and Everlasting Friendship” to stress that China and Central Asia countries should work closely together to pursue common development, common affluence, and common prosperity, and embrace a brighter future for the six countries.

Central Asia is where the BRI was initiated, also the BRI demonstration zone for high-quality development. As the staunch supporter and active practitioner of the BRI, the State-owned Assets Supervision and Administration Commission of the People's Government of Anhui Province has worked together With Central Asia countries to ensure that the China-Central Asia Community features win-win cooperation and common progress.


1.Chinese Automobile JAC to settle down in Kazakhstan

On 13 September 2022, A signed article by Chinese President Xi Jinping titled "Build on the Past to Make Greater Strides in China-Kazakhstan Relations" was published on the Kazakhstanskaya Pravda newspaper ahead of his state visit to Kazakhstan. Xi noted that China-Kazahstan cooperation had yielded remarkable results. The two countries have completed a number of major strategic projects, such as the 100-MW Zhanatas wind farm, the JAC automobile factory, and Shymkent Oil Refinery modernization.

As the only automobile industry cooperation project among the China-Kazakhstan production capacity cooperation projects, the JAC-Kazakhstan project is a microcosm of the accelerated cooperation between China's "the Belt and Road Initiative” and Kazakhstan's new economic policy "the Bright Road". JAC Automobilehas actively developed the Kazakhstan market since 2014. Based on long-term friendly cooperation and on-site analysis and investigation, in 2019, JAC and CMC jointly invested and officially became the controlling shareholder of Allur Group, the largest automobile company in Kazakhstan.

Afterdecadesof hard workin auto research, JAC has become the first automobile brand with CKD (CompletelyKnockeddown) production qualification in Kazakhstan, and also the only one thathas realized the assembly and manufacturing of all automobile products in Kazakhstan, including cars, SUVs, pickups, light trucks, and heavy trucks.


2.Tong Ling Nonferrous Metals Group overcomes overseas mining construction in Kazakhstan

The project started construction in 2019. Under the frigid weather of minus 40 degrees Celsius, Tongguan Mining Construction Company's staff in Kazakhstan overcame many adverse factors, such as great physical consumption of digging frozen soil layer, continuous work fatigue, and unstable on-site power supply. It only took one week to pour the operation platform, keep the rig warm, and get it in position, and supply water and electricity. Setting a precedent for the company to complete pre-grouting preparations in extreme weather conditions.

During the construction process, when encountering a sudden water-rich quicksand layer, if the water and sand gushing is not controlled in time or properly during the treatment process, major geological disasters such as well flooding and surface subsidence are very likely to occur. The masonry has successfully passed through the thick, water-rich quicksand layer of 37 meters to 51 meters and overcomes the global problem in the history of overseas mining construction. The project has created "two firsts" in Kazakhstan, namely, the first Chinese-funded enterprise to complete the mine EPC engineering quality work under European standards and the first foreign enterprise to implement water control in Kazakhstan mines, especially the control of quicksand layer has achieved remarkable results.


3.Anhui Conch Group invests three cement projects in Kazakhstan

In 2019, Anhui Conch Group signed an agreement with the Uzbek government to invest and set up plants in Uzbekistan at the First Entrepreneur Conference of the Second Belt and Road Forum for International Cooperation. In 2022, the Karshi Conch Project in Uzbekistan started production, it has provided many jobs for the local people and created good economic and social benefits.

Anhui Conch Group has successively invested in three modern large-scale cement projects, Karshi, Tashkent, and Andijan, in Uzbekistan, with a total investment of nearly 750 million U.S. dollars. More than 3,500 local jobs are expected to be provided after the three projects are fully implemented.

In 2022, the Karshi Conch waste heat recovery project started construction. It is expected to connect to the grid for power generation in 2023. The project utilizes the waste heat from the exhaust gas discharged from the cement plant to generate electricity, and the generated energy will be implemented for enterprise production. Overseas applications such as energy-saving, environmentally-friendly, and low-carbon new technologies, new processes, new materials, and new equipment will also inject a new “green” driving force into high-quality Belt and Road Cooperation.


4.China Coal Mine Construction Group set up first modern mine in Uzbekistan

The modernization project of Uzbekistan Shargun Coal Mine was built by China Coal Mine Construction Group. As the first modern mine in Uzbekistan, the upgraded project in Surhan River State has improved the anthracite capacity from 160,000 tons/year to 900,000 tons/ year. The successful completion of the project is a testament to the friendship and cooperation between the two peoples and a major achievement of the BRI jointly built between China and Uzbekistan. It will also strongly promote the development of mine construction in Uzbekistan and drive the local people's rapid economic and social development.


5.Wenergy Group provides electricity services to Tajikistan

Recently, Anhui Province Wenergy Power Operation and Maintenance Co Ltd successfully signed the inspection and diagnosis project of coal-fired heating units of Phase 1 of Dushanbe No. 2 Thermal Power Plant in Tajikistan. And the company also undertook the 1500 MW Sier River gas combined Cycle independent power generation project in Uzbekistan, which is the critical project of "the Belt and Road" and the company's first project in Central Asia.
