On November 27, the Information Office of the People's Government of Anhui Province held a press conference to introduce the "Anhui Province Intelligent Robotics Industry Development Action Plan (2025-2027)."

Aligned with the province's industrial foundation and development requirements, the Action Plan sets the following goals: By 2027, establish a "Ten-Hundred-Thousand" industrial development pattern—cultivating over 10 domestic leading enterprises in specific segments, achieving breakthroughs in more than 100 key technologies and landmark products, and reaching a full industrial chain scale exceeding 100 billion yuan. By 2030, build a national-level advanced manufacturing cluster for intelligent robots, creating an industry hub with significant global influence in the field of intelligent robotics.

The Action Plan outlines five major tasks supported by 15 specific measures: in core technology breakthroughs, it focuses on establishing high-level innovation platforms and achieving breakthroughs in key common technologies across intelligent robot ontology design, environmental perception, motion control, dynamic execution, and human-robot interaction, with matching support for enterprises leading national major projects in intelligent robotics and graded subsidies for innovation platforms like data training fields and pilot testing facilities based on equipment investment; in developing landmark products, it aims to create iconic whole-machine products and key components while developing various robot large models, providing one-time subsidies to enterprises designated as producers of landmark products; in expanding application scenarios, it will solicit and promote innovative technologies and solutions across industrial, elderly care, cultural tourism, emergency response, and construction sectors, subsidizing exemplary application scenarios with outstanding results, while encouraging governments and state-owned enterprises to increase procurement in areas like government services, people's livelihood, science population and healthcare, and promoting modern leasing services, second-hand trading, and remanufacturing models; in strengthening industrial clusters, it concentrates on attracting and cultivating leading enterprises along the intelligent robot industrial chain, systematically advancing cluster construction through a "provincial-national-world-class" gradient cultivation system; and in improving industrial ecology, it encompasses enhancing quality and brand development, service support, factor guarantees, industry regulation, and international exchange and cooperation.

The Action Plan additionally proposes several support policies, categorized into two types: the first comprises newly established policy clauses, with involved fiscal funds to be allocated from the new-type technological transformation policy funds, introducing support provisions across dimensions including key technology breakthroughs, development of landmark products, support for enterprise growth and expansion, creation of application scenarios, construction of high-level innovation platforms, and encouragement of fund investments; the second category references existing policies, including current provincial-level initiatives concerning pioneer zones and talent support guarantees. Specific implementation details for policy clauses involving financial support will subsequently be formulated by the Provincial Department of Industry and Information Technology in conjunction with the Provincial Department of Finance and other relevant departments, while local governments at the municipal and county levels are encouraged to introduce supporting policies based on their actual conditions.
