Recently, the Anhui Provincial Government Office issued the "Anhui Province Action Plan for the High‑Quality Development of the Under‑Forest Economy (2025–2030)". It aims that by 2030 the province’s under‑forest economy will utilize more than 15 million mu of forest land and achieve a total output value exceeding 100 billion yuan; develop 12 key counties in the under‑forest economy with annual output values over 300 million yuan each, including five counties exceeding 500 million yuan; cultivate more than 100 under‑forest enterprises above the designated size with diversified business formats; and achieve continuous income growth for workers engaged in the under‑forest economy.

The Action Plan focuses on four priority tasks: scientifically and comprehensively planning industrial layouts, vigorously developing characteristic under‑forest industries, continuously strengthening technology‑driven innovation, and steadily cultivating and expanding operating entities. It proposes 16 specific measures. Key measures include: preparing scientific development plans, conducting baseline resource surveys, identifying space for under‑forest economic development, promoting the transfer of forest land and appropriately scaled operations, and improving statistical and survey systems. Expand the forest food industry and suitably establish a number of scaled specialty bases. Enhance the under‑forest medicinal herb industry. Strengthen the forest health and wellness industry by making full use of high‑quality landscape resources such as forests and wetlands, and actively promoting the integration of forest health and wellness with cultural tourism, medical eldercare, nature education, popular science study tours, and outdoor sports. Promote the integration of primary, secondary, and tertiary industries by widely adopting a three‑dimensional development model of "harvest from the canopy, plant under the trees, raise (livestock) among the trees, and tour through the woods," and advance the integrated development of resource cultivation, deep processing, and landscape utilization.
