Registration windows for overseas non-governmental organizations (NGOs) started to open in East China’s Anhui province on January 1, 2017 as China’s first-ever law on foreign NGOs took effect.

The law, passed at the bimonthly session of the top legislature on April 28, 2016, clarifies the registration process, operational rules and liabilities of overseas NGOs, as well as measures for their operations in China.

Under the law, offshore NGOs will have to register with and be approved by Chinese authorities if they want to set up representative offices or temporarily operate on the mainland.

The Ministry of Public Security and provincial police authorities are designated to take charge of the registration and management of overseas NGOs in China.

According to the Anhui Provincial Department of Public Security, the address of the registration windows for overseas NGOs in Anhui province is No.6 Service Hall, F3, Anhui Provincial Government Service Center, 509 Road Ma’anshan, Hefei.
