Recently, reporters learned from the Anhui Provincial Department of Housing and Urban‑Rural Development that multiple Anhui departments have jointly issued a directive to promote online payment of migrant construction workers’ wages for housing and municipal engineering projects, further strengthen wage payment management, and safeguard the lawful rights and interests of the large number of construction migrant workers.

Under the new arrangements, dedicated wage accounts for migrant workers on housing and municipal projects across the province should be opened on a per‑project basis. The general contractor must open a dedicated account within 30 days of signing the construction contract and conclude a tripartite fund‑management agreement with the project owner and the account‑holding bank. For projects directly contracted by the owner, the owner may authorize the general contractor to disburse wages on its behalf, or open a separate migrant‑worker wage account for the specific construction project.

To protect migrant workers’ wage rights, the province will leverage the China Construction (Anhui) internet platform to build the Anhui Construction Worker Management and Service Information System, achieving the principle of “work backed by data, employment backed by evidence, and payroll backed by documentation.”

By operating a fully closed loop, the system will provide construction enterprises with efficient, standardized, and transparent wage‑payment management services, enable dynamic supervision of dedicated account funds and real‑time linkage between attendance and payroll data, effectively reduce enterprise management costs and employment risks, and help enterprises upgrade to modern management practices.

The province will raise the level of digital supervision. For issues such as incomplete, untimely, or inaccurate data related to online wage payments, the relevant project units will be ordered to rectify the problems within a specified deadline without delay.
