On the morning of February 5, the Fourth Session of the 14th Anhui Provincial People’s Congress opened. The Provincial Government Work Report, in outlining the "Major Goals and Tasks for the 15th Five-Year Plan Period," proposed building an "1188" modern industrial system and fostering more pillar and leading industries. It also emphasized nurturing advanced manufacturing clusters at "provincial, national, and global levels" in a stepwise manner, aiming to form a number of trillion-yuan industrial clusters with core competitiveness.

The Report pointed out that during the 15th Five-Year Plan period, Anhui will develop new quality productive forces based on local conditions and achieve new breakthroughs in building influential emerging industrial hubs. Adhering to the direction of intelligentization, greening, and integration, the province will create the "1188" modern industrial system and cultivate more pillar and leading industries.

Anhui will vigorously develop ten emerging industries, including intelligent connected new energy vehicles, next-generation information technology, artificial intelligence, high-end equipment manufacturing, new energy and green low-carbon sectors, new materials, low-altitude economy and commercial aerospace, robotics, smart home appliances, as well as biomedicine and high-end medical devices. Concurrently, Anhui will accelerate the deployment of ten future industries, such as biomanufacturing, brain-computer interfaces, embodied intelligence, sixth-generation mobile communication (6G), frontier materials, deep-space exploration, and life sciences. Advanced manufacturing clusters will be nurtured step by step at the "provincial–national–world-class" levels to form a number of trillion-yuan industrial clusters with core competitiveness. 

Anhui will foster platform-based enterprises and enterprise-type platforms that integrate R&D, manufacturing, services, and incubation, cultivate a group of ecosystem-leading anchor enterprises, strengthen brand building, and nurture world-class enterprises. 

The "1188" modern industrial system refers to the modern industrial system with Anhui characteristics to be accelerated during the 15th Five-Year Plan period. In addition to the ten emerging industries and ten future industries, it also includes eight traditional sectors—iron and steel, non-ferrous metals, chemicals, building materials, textiles, coal-fired power, mining, and construction—as well as eight modern service industries: sci-tech services, modern logistics, modern finance, e-commerce, human resources services, culture and tourism, exhibitions and events, and elderly and childcare services.
