Amidst the surging tide of technological innovation, Hefei City is employing its distinctive "scenario innovation" model to tackle the challenges of commercializing scientific and technological achievements. This approach is driving a cohort of cutting-edge technologies from laboratories onto production lines, injecting fresh momentum into high-quality development. The transformation of technology into marketable products serves as a crucial bridge linking scientific breakthroughs with industrial innovation. Hefei's scenario innovation—guided by the creative application of new technologies and facilitated through supply-demand interaction—is emerging as a novel paradigm for fostering this process. Currently, embodied intelligent robots are rapidly gaining capabilities across numerous industries. To provide broader training platforms for these machines, Hefei has established the Embodied Intelligence Robot Data Collection & Pre-training Arena. As China's sole government-initiated independent platform of its kind, it was jointly built by the International Center for Advancing Advanced Technologies(Hefei)and Yaohai District. Functioning both as an "institute for robotics" and a comprehensive hub for scenario innovation, the facility now enables robots to conduct data collection, training, and validation across over ten real-world scenarios spanning industrial manufacturing, commercial services, and domestic service domains. At the training center, authentic simulations cover tasks like warehouse logistics, production line sorting, and automotive parts assembly. Here, through structured training programs lasting 3 to 6 months—coupled with data diversification and large model optimization—intelligent robots can achieve faster deployment in both industrial manufacturing and daily life service contexts. As early as 2022, Hefei established its Urban Scenario Innovation Promotion Center and introduced supportive policies, making it one of China's earliest cities to strategically develop scenario innovation. In recent years, Hefei has consistently advanced this initiative by tightly integrating "government guidance" with "market dominance." It pioneered the concept of "two types of scenario lists": one unlocking urban scenario resources and opportunities, while the other promotes local excellence by showcasing capabilities and connecting them to markets. This has fostered a six-component integrated working system comprising departments, specialized task forces, companies, centers, partners, and laboratories. Through coordinated resource allocation, comprehensive facilitation, and dedicated services, this ecosystem actively supports scenario-based endeavors. Currently, Hefei's scenario innovation efforts have forged a distinct path characterized by strong innovative features. The "Hefei Model" has achieved remarkable results in advancing national scenario innovation initiatives, giving rise to multiple benchmark demonstration application scenarios. Notably, six of its cases were selected among Anhui Province's Top Ten Model Application Scenarios for 2024, while five others made it into the province's Top Ten Low-Carbon Application Scenarios also for 2024. Furthermore, the Municipal Government Center's project integrating "PV Generation, Energy Storage, Charging Stations, Battery Swapping + V2G Interaction" was designated as a national pilot program for large-scale vehicle-to-grid (V2G) interaction applications. Additionally, its practices in establishing a low-altitude logistics system were included in China's first batch of national examples.
