Recently, the Anhui Provincial Department of Industry and Information Technology issued the "Anhui Province Intelligent Robot Industry Development Action Plan (2025-2027)" (draft for solicitation of opinions) (hereinafter referred to as the "Action Plan"), seeking public opinions from the general public. According to the "Action Plan", by 2027, our province will have basically established a distinctive, resource-gathering, and ecologically sound intelligent robot industry system, with comprehensive strength leaping to the forefront of the first tier, and built a national-level advanced manufacturing cluster that radiates the Yangtze River Delta and serves the whole country. The "Action Plan" proposes that by 2027, our province will promote the total revenue of the entire province's intelligent robot industry chain to reach 100 billion yuan, cultivating 5 leading enterprises; break through more than 100 key technologies, create more than 50 landmark products, build 1-2 national-level innovation platforms, and elevate the intelligent robot industry chain to the middle and high-end fields; and develop more than 80 high-value demonstration application scenarios in more than 5 fields. By 2030, the total revenue of the intelligent robot industry chain is expected to reach 150 billion yuan, with comprehensive strength in technological innovation and scaled application reaching the world's advanced level. To anchor the goals, our province will carry out research and development on core technologies of intelligent robots, create iconic products such as complete machines and key components, and expand scenario applications while improving the industrial ecosystem. According to the "Action Plan", Anhui will focus on the fine and flexible production needs of high-end manufacturing fields such as automobiles, 3C electronics, and photovoltaics, with an emphasis on developing industrial robots capable of high-precision skilled operations, multifunctional composite processing, and adaptive flexible production. In response to the diverse needs of civil services and social governance, the province will develop service robots for elderly care, medical health, commercial communities, and trade logistics. Furthermore, the "Action Plan" proposes to support Hefei and Wuhu in building national-level advanced manufacturing clusters for intelligent robots and leading areas of future industries. Testing and training grounds will be constructed to set up a multi-scene, multi-task open physical testing environment; an intelligent robot intermediate validation platform will be established to carry out application verification, process improvement, and iterative optimization under complex working conditions and specific scenarios. In response to industry management issues, Anhui will explore the establishment of a "one machine, one code" registration and filing mechanism for intelligent robots, providing traceability and support for the full lifecycle management of robot identity recognition, behavior norms, and data security.
