Anhui Introduces Comprehensive Transportation Development Action Plan

Recently, the Anhui Provincial Government Office released the "Action Plan for Enhancing Comprehensive Transportation Development Levels" (hereinafter referred to as the "Plan"). By 2027, the province aims to operate over 20 all-cargo flight routes, establish 20 general airports, and add more than 30 ten-thousand-ton berths and over 100 thousand-ton berths. The high-speed railway is expected to reach 3,600 kilometers, covering over 80% of counties, while rural road development will continue to rank among the top in the nation.

Building Hefei as a Regional Aviation Hub

According to the Plan, Anhui will implement the Hefei International Hub Construction Project, advancing the development of Hefei's international air cargo distribution center and planning the Hefei International Port Area to enhance the international service capabilities of Hefei hub.

By 2027, the goal is to establish an airport network with “one hub, eight branches, and multiple points" operate over 20 all-cargo flight routes, and achieve an airport passenger and cargo capacity of 54 million passengers and 420,000 tons per year, respectively, with 20 general airports.

The province plans to advance a new round of port and shipping resource integration, fostering cooperation between provincial port enterprises and those in the Yangtze River Delta. By 2027, the target is to add over 30 ten-thousand-ton berths and over 100 thousand-ton berths, with port container throughput capacity reaching 3.2 million TEUs per year.

Connecting National Expressways

The province will implement the "4 Axes, 5 Corridors, 6 Channels" construction project, enhancing the functionality of the four main axes: Beijing-Hong Kong-Macau, Wuhan-Hefei-Nanjing, along the Yangtze River, and Zhengzhou-Hefei-Hangzhou. The focus will be on developing regional projects in Hefei, Nanjing, and the Great Yellow Mountain area. By 2027, the high-speed railway will reach 3,600 kilometers in Anhui, covering over 80% of counties.

Promoting Yangtze River Delta Transportation Integration

Anhui will strengthen cooperation between Anhui and Shanghai airports, actively aligning with Shanghai's "Five Centers" initiative. The province will carry out integrated transportation construction in the Yangtze River Delta, building the Yangtze River Delta on the track and the Yangtze River Delta on the waterway.

Establishing a New Pattern of Urban-Rural Transportation Integration

The province will implement comprehensive transportation hub construction projects, including the Hefei Airport Comprehensive Transportation Center. Efforts will be made to become a pilot for supplementing and strengthening the national comprehensive freight hub chain.

Anhui aims to participate deeply in high-quality Belt and Road Initiative development, creating a central hub for the China-Europe Railway Express in Hefei and advancing dedicated railway lines to key ports, logistics parks, and large factories. By 2027, dedicated railway lines will fully reach riverside ports, with annual container rail-water intermodal transport volume increasing by over 15%.
