During the reign of Emperor Kangxi of the Qing Dynasty, high-ranking official Zhang Ying's family in Tongcheng faced a property boundaries dispute with their neighbor, the Wu family. The Zhang family sent a letter to Zhang Ying for help. In his reply, Zhang Ying wrote a poem: “A letter is written, just for a wall. If it moves a meter, what harm is done?” Upon receiving the letter, the Zhang family willingly brought their walls back by approximately 1 meter, which moved the Wu family to also bring their walls back by a meter. This led to the famous story of the "Liuchixiang," a 2-meter-wide alley. Since 2021, Tongcheng City has further explored new paths for institutional reform, integrating the essence of "Liuchixiang" into grassroots governance in various fields, forming the "New Era Liuchixiang Working Method." This has transformed and upgraded the effective resolution of conflicts into effective grassroots governance, resolving most disputes at their source and intercepting them during the process.
