Recently, the Anhui Provincial Department of Industry and Information Technology, in collaboration with relevant departments, issued the "Implementation Opinions on Implementing the Guidelines for Accelerating the Green Development of the Manufacturing Industry." This document outlines the goals for promoting green development in the manufacturing sector. By 2030, significant progress is expected in the green and low-carbon transformation of the province’s manufacturing industry, facilitating the achievement of carbon peak targets in the industrial sector. By 2035, carbon emissions are anticipated to stabilize and gradually decline after reaching their peak, with steadily improving carbon neutrality capabilities. The region will showcase a competitive edge in green and low-carbon supply chains, making green development a common feature of the province's new industrialization.

The "Implementation Opinions" focus on four key areas: creating new advantages in green and low-carbon development for emerging industries, accelerating the green transformation of traditional industries, fostering new business models for green integration in manufacturing, and solidifying the foundational capabilities for green development in manufacturing, to outline key tasks for promoting the green development of the manufacturing industry.

In creating new advantages for the green and low-carbon development of emerging industries, there is an emphasis on promoting two key advantageous sectors: new energy vehicles and photovoltaic energy storage. Future energy and manufacturing developments will also include hydrogen energy, energy storage applications, bio-manufacturing, and carbon capture, utilization, and storage (CCUS). The province will explore the establishment of green and low-carbon future industries in fields such as low-carbon energy, advanced materials, and aerospace information.

Regarding the transformation and upgrading of traditional industries, the "Implementation Opinions" call for actively promoting the substitution of clean energy, strictly implementing coal reduction measures, and driving the green transformation of energy consumption structures. The use of raw materials with low volatile organic compound content will be encouraged, along with the promotion of short process technologies in industries like steel, petrochemicals, chemicals, non-ferrous metals, textiles, and machinery. Key industries, including steel, cement, petrochemicals, chemicals, glass, non-ferrous metals, and dyeing, will focus on comprehensive transformation towards cleanliness, circularity, and low carbon emissions.

To cultivate new business models for green integration in manufacturing, the province will leverage digital technologies by building a comprehensive "dual carbon" management platform. This will deepen pilot programs for the integration of manufacturing and services, guiding the fusion of green consumption demand and green product supply. Consumption of photovoltaic thermal products, new energy vehicles and vessels, green building materials, and eco-friendly electronic appliances will be expanded, with collaborative efforts on both supply and demand sides to support the green and low-carbon transformation of the economy and society.

Additionally, foundational capabilities for green development in manufacturing will be strengthened by advancing green and low-carbon technological innovation and improving the policy standard system and gradient cultivation system for green development. The goal is to create a number of A+ and A-level green factories, emphasizing their foundational and guiding roles in the green and low-carbon transformation of the manufacturing sector. By 2030, the output value of green factories at all levels in the province is expected to exceed 40% of the total output value of the manufacturing industry.
