Construction of Hefei-Wuhu-Bengbu Independent Innovation Integrated Reform Pilot Area is a resolution made by CPC Anhui provincial Committee and Anhui Provincial Government.
The fundamental aim is to give full play to the advantage of science and education, to guide the rational allocation of innovation resources in a wider scope, to create a regional brand with scientific and technologic innovation as the characteristics, to promote breakthroughs in the fields where conditions are mature, to enhance the province's capability of independent innovation, and to achieve development by leaps and bounds.
The three cities of Hefei, Wuhu and Bengbu are the convergence of the majority innovative resources in Anhui Province, and one of the convergences of intensive scientific and technological resources even in China's central and western regions. There are in total more than 130 institutions of higher learning and scientific research institutes, six national engineering research Centers. Hefei, in particular, as the only type of scientific and technological innovation pilot city in China, has achieved positive results through 5 years' practice in innovative institutional mechanisms and exploration of combined effective mode of integrating other scientific and technological resources.
In order to promote and guarantee the construction of the pilot area, Anhui province has issued a series of feasible and attractive policies. From the year of 2009, the provincial government starts to arrange annually special fund of 500 million an for the expenditures of the pilot area on various types of project funding, financing, and incentives. In addition, it also allots 100 million each year for the next 5 consecutive years to set up venture capital investment guidance funds.
